Meet Our Leadership
Chief Executive OfficerCordero Fowler
Cordero Fowler is Chief Executive Officer of Vanguard Management Solutions (VMGTS), where he leads the company at the intersection of cybersecurity and artificial intelligence. With more than 18 years in engineering, information security, and executive leadership, he has recovered at-risk programs, designed zero-trust architectures, and defended mission-critical federal systems against advanced threats. That experience gives him a deep understanding of how systems fail and how to deploy AI responsibly. He directs AI-driven threat detection and automated defense while keeping the underlying AI systems governed, secured, and accountable, applying established frameworks such as NIST, ISO 27001, FISMA, and CMMC alongside emerging AI governance standards. An MBA holder with CISSP and PMP certifications, Cordero guides VMGTS by the principle that strong security is what makes innovation possible.
President & COOJerome Williams
Jerome Williams is the President and Chief Operating Officer of Vanguard Management Solutions (VMGTS), where he leads strategic growth and operations. He brings more than 25 years of experience in federal contracting, cybersecurity, and enterprise technology, including 14 years as Director of Federal Civilian at CACI, where he delivered more than $250 million in contract awards and led teams of more than 150 professionals. Jerome holds an MBA from Franklin University and a Bachelor of Science in Information Systems, and he is a certified Project Management Professional (PMP).
